Swachh Bharat Swachh Vidyalaya : A National Mission

The Ministry of Human Resource Development, Government of India launched ‘Swachh Bharat Swachh Vidyalaya’ (SBSV) initiative in 2014 to ensure that all schools in India have access to separate functional toilets for boys and girls. The initiative also has its emphasis on promoting safe and appropriate hygiene practices in schools and behavior among children.

Swachh Vidyalaya Puraskar

The Swachh Vidyalaya Puraskar is instituted by the Ministry of Human Resource Development, Government of India to recognize, inspire and celebrate excellence in sanitation and hygiene practice in Schools. The explicit purpose of the awards is to honor schools that have undertaken significant steps towards fulfilling the mandate of the Swachh Vidyalaya Campaign.

The awards would be open to all Government schools in both rural & urban areas.

The performance of the schools will be evaluated under the following categories

  • Water
  • Toilets
  • Handwashing with Soap
  • Operations and Maintenance
  • Behavior Change and Capacity Building.

The performance of the schools against the categories will be scored and schools would be given a rating as below

Score Rating Remarks
90% - 100% of the Norms Green/***** Excellent Keep it up!!
75%- 89% adherence to the Norms Blue/**** Very good ;
51% - 74% adherence to the Norms Yellow/*** Good ; but there is a scope for improvement
35% - 50% adherence to Norms Orange/** Fair ; needs improvement
Below 35% adherence to the Norms Red/* Poor ; needs considerable improvement

* Each school should score a minimum of orange rating in each of the Sub-categories in order to be eligible for any award.

The awards are categorised at the District Level, State/UT Level and National Level

District Level Awards

(i) District level Awards: Open to All Green, Blue and Yellow Rated Schools

  • Online (web/ mobile) applications received before the cut-off date will be screened by a District level Committee headed by the District Collector (or her/his appointee) and comprising of District Education officer, three eminent school teachers, Superintendent Engineer (Water supply / PHD), District Health Officer and two members from civil society organizations/NGOs.
  • RURAL:
    • a)   Three Elementary and Three Secondary schools having the highest overall score with rating not below YELLOW will be selected for the District level Award (Total 6)
    • b)   In addition, six schools( three elementary and three secondary) having the highest score in each of the Sub Categories with rating not below GREEN in the sub- category will be selected for sub-category wise awards at the district level(Total 30)
  • URBAN:
    • a)   Two schools ( one elementary and one secondary)having the highest overall score with rating not below YELLOW will be selected for the District level Award (Total 2)
    • b)   In addition, two schools(one elementary and one secondary) having the highest score in each of the Sub Categories with rating not below GREEN in the sub-category will be selected for sub-category award at the district level (Total 10).
  • The district level committee may get a physical verification of the nominated schools done by a team consisting of school teachers and students in the district. The verification would be done using a check list and by taking photographs.
  • Each of the selected schools with highest overall score (Total 8) and each of the schools having the highest score under each sub-category (Total 40) will be awarded with certificate of recognition at district level, provided that all the schools with an overall rating of GREEN would be awarded with a certificate of Recognition.

State/UT Level Awards

(ii) State/UT Level Awards: Open for Green and Blue Rated Schools

  • Schools selected for District Level Awards with overall rating not less than BLUE will be considered for the State/UT Level Awards. In case the number of Schools in a district having GREEN Rating is more, all the schools having overall GREEN Rating will be considered for State/UT Level Awards.
  • These schools will be screened by a State/UT Level Committee headed by the State Education Secretary or her/his nominee and comprising of Director (Education), Director (Health), two eminent school heads (selected by the State Education Secretary), Chief Engineer (Water Supply & PHD), Director (Panchayati Raj), Director (Urban Local Bodies), representatives of Civil Society Organizations as members.
  • Twenty Elementary and twenty Secondary schools having the maximum score and rating not less than Blue from Urban & Rural Areas (5 from Urban and 15 from Rural) will be selected for State/UT level awards.
  • The State/UT Level Committee may get a physical verification of the selected schools done by a team consisting of school teachers and students in the district. The verification would be done using a check list and taking photographs.
  • Each of the 40 schools selected at State/UT level will be awarded with a certificate of recognition.
  • The State may also decide to confer these schools with additional grants/funds for incentivizing them.
  • A maximum of twenty entries each at Elementary and Secondary level would be considered for the National Level Award.

National Level Awards

(iii) National Level Awards : Open to only Green Categories

  • 100 schools each at Elementary and Secondary level will be awarded at the National level (30 urban and 70 rural).
  • The 40 schools selected for State/UT level awards from each state will be considered for National level awards.
  • 100% physical verification of the nominated schools will be done using a check list and by taking photographs.
  • A National level Committee headed by the Secretary(School Education& Literacy) and comprising of Additional Secretary (School Education), Joint Secretary (Ministry of Drinking Water and Sanitation), Joint Secretary (School Education), 3 experts in Schools/ Bilateral agencies/Civil Society Organizations (to be nominated by Secretary(School Education & Literacy) as members will decide the final awardees.
  • The best 100 schools both at the Elementary and Secondary levels having the maximum score will be given an award of Rs. 50,000/- as additional School Grant to be utilised as per the School Grant Guidelines for improving Sanitation and hygiene at the national level alongwith a Certificate of Recognition.
  • In addition, Certificates of Recognition would be awarded to best performing Districts (Total 10) that will be judged on the basis of the percentage of the total schools in the district having overall GREEN rating. The districts are expected to make incremental progress every year with the schools having lower ratings moving towards higher rating and the schools already having Green Rating being able to sustain the same.
  • The Expenditure for the National Level Awards will be borne under SSA/RMSA programmes.
 

How to Apply ?

All schools are invited to apply for the awards by 12th August 2016

  • The registration of schools would be done with the U-DISE code of the school. If you do not have a UDISE-Code, download the Data Capture Format (DCF) and submit at Block / District / State level office to generate the U-DISE Code.
  • Schools will first complete the Primary Information section in the prescribed format. Upon submission, a "Password" will be send to the mobile number given by the school in the primary information section. Schools will then login with the U-DISE code and Password to complete the rest of the six sections of the survey.

FAQs

1) HOW TO REGISTER OUR SCHOOL?

  1. Please give a missed call on 07097298858 to receive links for mobile app and website. Mobile app is also available on Google Play Store (and other App Marketplaces)
  2. Download the mobile app and read instructions on how to register and fill survey
  3. Please visit website and see the PPT titled "Instructions for Participating in the Survey" available on the website and you can also apply online.
  4. You can also download hardcopy of the survey available on the ' apply' page of the website and approach district education officer or anyone who is comfortable with technology to help you register and complete the survey online/ using mobile app

2) MY SCHOOL DOES NOT HAVE A UDISE CODE

Download Data Capture Format (DCF) from website. Fill it and contact District Education officer

3) I FORGOT MY PASSWORD?

In case you forget your password or your password gets deleted you can do either of the following:
  1. You can mail to us at svpuraskar@gmail.com with your UDISE code and we will retrieve your password
  2. In the login page, give your UDISE code and click on forgot password, the password will be retrieved to your registered mobile number

4) HOW CAN I EDIT PRIMARY INFORMATION?

Login with your UDISE code and password and then under Primary Information section you can click edit button and edit the primary information

5) I GAVE INCORRECT MOBILE NUMBER HOW CAN I RECTIFY?

You can always edit the primary information by logging in or else send a mail requesting the same, we can reset it for you.

6) HOW CAN I VIEW MY SCORE?

Your score will be sent to you two weeks after the last date of completing the survey. It would also be visible to you on your mobile app.

7) Our UDISE code is not being accepted

There can be two possibilities:
  1. Your school should be a government school, in order for your UDISE code to be accepted. These awards are not open to government-aided or private schools
  2. There may be a typological error while typing the udise code

8) FOR QUESTION NO 9 : DOES THE SCHOOL HAVE SEPARATE TOILET UNITS (1 TOILET SEAT AND 3 URINALS) IN WORKING CONDITION FOR BOYS AND GIRLS? IS IT NECESSARY THAT THE UNIT HAVE 1 TOILET SEAT AND 3 URINALS?

Yes. It is necessary. They may not be attached to each other. But the ratio of toilet to urinals have to be maintained for report the number of units in the school.

9) ARE TRIBAL SCHOOLS, MODEL SCHOOLS, KGBV ELIGIBLE TO APPLY?

Yes. All Government schools that fall under
  1. Department of Education
  2. Local Body
  3. Tribal and Social Welfare Department
    And have valid UDISE are eligible to apply

10) WHAT TO DO IF ANY MISTAKES ARE MADE AND FOUND AFTER SUBMISSION?

You have multiple opportunities to edit your responses prior to final submission. Check your responses carefully prior to submission. Once the final submission is made, the edit option is disabled and only viewing option is available.

11) WHAT IS THE NEED FOR THE TRANSACTION PASSWORD?

The transaction password is for State and District level officers. This will be activated once the deadline for submissions is over and field validations are to commence.

12) ARE THERE CATEGORY AWARDS EVEN AT NATIONAL LEVEL APART FROM DISTRICT AND STATE LEVEL?

No, there are category awards only at District and State level

13) IN THE PRIMARY SECTION, FOR DESIGNATION OF THE RESPONDENT- IF PRINCIPAL OR VP IS FILLING THE SURVEY CAN HM STILL BE CLICKED?

Please click on the option called “Others” and type the designation of the respondent in the space provided.

14) CAN MOBILE NUMBER THAT WAS REGISTERED ONCE CAN BE USED TO MAKE MULTIPLE ENTRIES?

Yes. One mobile number can be used to make multiple entries

15) I HAVE A PROBLEM IN UPLOADING THE IMAGES

  1. Please go to an area with better internet connectivity.
  2. Please check that the resolution of the image is less than or equal to 1 MB. Auto compression features is available in the app.

16) ARE EMAIL ID AND LANDLINE NUMBER IN THE PRIMARY SECTION MANDATORY FIELDS?

No. Email id and landline are not mandatory. Mobile number is mandatory.

17) I HAVE NOT UPLOADED PHOTOS BUT THE FINAL SUBMISSION IS COMPLETE.

If you did not upload the photos and the final submission is done, you can login again upload the images

18) I WANT TO CHANGE THE PHOTOS UPLOADED BY ME.

If you want to remove the existing photo and add a new one , there will be a red color cross mark on the photo you can click on it to delete the photo. You can then upload a new photo.

19) CAN I UPLOAD THE PHOTOS LATER?

Yes. You can submit your entry without photographs. Please log in later and upload the photos.

20) MOBILE APP IS NOT WORKING PROPERLY.
